Least Corrupt Countries โ€” 2026 Rankings

199 countries ranked by corruption control. Each score combines World Bank control of corruption (60%), rule of law (25%), and government effectiveness (15%) into a single 0-100 metric. Higher scores indicate lower corruption and stronger governance.

โ–ถ How we calculate these rankings

The composite corruption score weights three World Bank Worldwide Governance Indicators: Control of Corruption (60%) measures the extent to which public power is exercised for private gain, including petty and grand corruption and state capture. Rule of Law (25%) captures perceptions of the extent to which agents have confidence in and abide by the rules of society, including contract enforcement and property rights. Government Effectiveness (15%) measures the quality of public services, civil service independence, policy formulation, and government credibility.

When a data source is missing for a country, its weight is redistributed proportionally across available sources. Countries show how many of the 3 sources informed their score.

Corruption Rankings: Common Questions Answered

โ–ถWhich country has the least corruption?
Rankings are based on a composite corruption score combining World Bank control of corruption (60%), rule of law (25%), and government effectiveness (15%) indicators. The #1 country has the highest composite score across all three governance sources. Check the top of this page for the current leader.
โ–ถDoes corruption affect tourists and travelers?
Corruption directly impacts travelers through bribe solicitation at borders, inflated pricing for services, unreliable law enforcement response, and reduced infrastructure quality. Countries with high corruption scores often have less predictable experiences for visitors, from customs processing to emergency services.
โ–ถHow is corruption measured across countries?
We use three World Bank Worldwide Governance Indicators: control of corruption measures the extent to which public power is exercised for private gain, rule of law captures perceptions of contract enforcement and property rights, and government effectiveness measures the quality of public services and policy implementation. Each indicator is converted to a 0-100 percentile scale.
โ–ถWhat is the relationship between corruption and safety?
Corruption and safety are correlated but distinct. High corruption often weakens rule of law, reduces police effectiveness, and enables organized crime. However, some countries with moderate corruption levels remain physically safe for travelers, while some low-corruption countries may have other safety concerns like natural disasters or health risks.
โ–ถWhich regions have the highest corruption levels?
Sub-Saharan Africa and parts of Central Asia consistently score lowest on corruption control metrics. Northern Europe and Oceania typically score highest. However, significant variation exists within every region. Individual country scores matter more than regional generalizations for travel planning.
