Each score combines U.S. State Department advisory levels, World Bank political stability and rule of law indicators, Freedom House civil liberties ratings, and crime severity data into a single 0-100 metric. Higher scores mean more stable conditions for retirees.

▶ How we calculate these rankings

The retirement stability score weights five data sources: Advisory Level (30%) from the U.S. Department of State, converted to a 0-100 scale where Level 1 = 100 and Level 4 = 0. Political Stability (20%) from the World Bank Worldwide Governance Indicators, using the political stability percentile. Freedom (20%) from Freedom House's aggregate freedom score. Rule of Law (15%) from the World Bank, measuring contract enforcement, property rights, and judicial independence. Crime Safety (15%) from our severity assessment covering crime risk, inverted so lower severity means higher safety.

When a data source is missing for a country, its weight is redistributed proportionally across available sources. Countries show how many of the 5 sources informed their score.

This index ranks countries by safety, political stability, and governance quality for retirees. It does not include cost of living, healthcare quality, or visa accessibility data. Use these rankings alongside financial and healthcare research for complete retirement planning.
