Crime Safety Index by Country โ€” 2026

210 countries ranked by crime safety. Each score combines inverted traveler impact crime severity data (50%), World Bank rule of law indicators (30%), and U.S. State Department advisory scores (20%) into a single 0-100 metric. Higher scores mean lower crime risk for travelers.

โ–ถ How we calculate these rankings

The crime safety index weights three data sources: Inverted Traveler Impact Crime Severity (50%) from our severity assessment covering crime risk to travelers, inverted so lower crime severity means higher safety. Rule of Law (30%) from the World Bank Worldwide Governance Indicators, reflecting the strength of legal institutions, contract enforcement, and law enforcement capacity. Advisory Score (20%) from the U.S. Department of State advisory level, converted to a 0-100 scale where Level 1 = 100 and Level 4 = 0.

This index measures perceived crime safety for travelers based on U.S. State Department assessments, World Bank rule of law indicators, and traveler impact severity data. It does not represent official crime statistics or reported crime rates per capita.

When a data source is missing for a country, its weight is redistributed proportionally across available sources. Countries show how many of the 3 sources informed their score.

Crime Rate Rankings: Common Questions Answered

โ–ถWhat country has the lowest crime rate?
Rankings are based on a composite crime safety index combining inverted traveler impact crime severity (50%), World Bank rule of law indicators (30%), and U.S. State Department advisory scores (20%). The #1 country has the highest composite crime safety score. Check the top of this page for the current leader.
โ–ถHow is the crime safety index different from crime statistics?
This index measures perceived crime safety for travelers, not official crime statistics or reported crime rates per capita. It combines U.S. State Department assessments of how crime affects travelers, World Bank rule of law indicators that reflect institutional capacity to address crime, and overall advisory levels. Official crime statistics vary widely in how they're collected and reported across countries.
โ–ถIs crime rate the most important factor for travel safety?
Crime is one of several factors that affect travel safety. Political instability, terrorism risk, health hazards, and natural disasters also matter. Our overall safety rankings at /rankings/safest-countries combine all these factors. This page isolates the crime dimension specifically for travelers focused on personal safety from criminal activity.
โ–ถWhich countries are safest for solo travelers?
Countries with high crime safety scores, Level 1 advisory ratings, and strong rule of law indicators tend to be safest for solo travelers. Look for countries in the green tier (score 70+) on this page. Japan, Singapore, and Nordic countries consistently rank among the safest for solo travel based on low crime severity and strong legal frameworks.
โ–ถHow does crime safety relate to advisory levels?
Advisory levels reflect overall travel risk including crime, terrorism, civil unrest, and health. A country can have a Level 2 advisory due to terrorism risk but still score well on crime safety specifically. This index weights advisory levels at 20% to capture general risk context, but prioritizes crime-specific data (50%) and rule of law (30%) for a focused crime safety picture.
